

So while technically your post does not directly tell anyone to do anything illegal I personally would put that up there with any other act that has the intent of directing people towards an illegal act, and think it walks a very fine line. When people are talking about emulators and ROMs in most cases they are talking about ways to get access to games that they can't otherwise play due to a lack of the hardware or not wanting to buy the game (or in some cases not being able to buy the game to do region release etc.).
